
The Heartland Retail Workforce Upskilling Programme is a multi-agency collaboration between the Housing & Development Board (HDB), Singapore Workforce Development Agency (WDA), Merchant Associations and Singapore Institute of Retail Studies (SIRS).
With the presence and opening of more private shopping malls in the HDB heartland, HDB retailers will face stiffer competition and greater challenger to retain existing customers and attract new ones. The aim of this initiative is to assist HDB retailers to enhance visual merchandising display and other essential retail skills, through continuing education and training.
The programme was rolled out in Sep 2010 starting with Gek Poh Shopping Centre, followed by Joo Chiat Complex, Fajar shopping Complex, Loyang Point, Pasir Ris West Plaza, Rivervale Plaza and more. By 2012, all 21 HDB malls will have participated in this programme.
